Restricted social capital: Cundinamarca's departamen case

RESUMEN La primacía del individualismo y el egoísmo, como valores orientadores de la dinámica capitalista, aunado a un factor como la violencia que ha caracterizado el territorio colombiano, vienen produciendo rupturas sensibles en el tejido social, restringiendo el mejoramiento de los niveles de capital social y el efectivo agenciamiento de las necesidades colectivas de la ciudadanía. Aunque se reconoce que este fenómeno puede llegar a presentarse de manera diferenciada en el territorio, se propone como objetivo en este artículo plantear una metodología para medir el capital social, así como realizar un estudio de caso para determinar los actuales niveles de confianza, compromiso cívico y participación política en el departamento de Cundinamarca1, como principales dimensiones que permiten integrar un indicador sintético de este. Para ello, se adelantó un proceso investigativo exploratorio, con un diseño secuencial explicativo desarrollado en dos etapas: la primera con un componente cuantitativo y de medición y la segunda con un componente cualitativo y de validación de resultados. En este sentido, se pudo validar el indicador generado, así como constatar, mediante un estudio de caso, los niveles de capital social en el departamento de Cundinamarca y los obstáculos para su fortalecimiento.

ABSTRACT The primacy of individualism and selfishness, as guiding values of capitalist dynamics, coupled with a factor as widespread violence has been producing sensitive ruptures into the fabric of society, restricting improving levels of capital and effective management needs collective citizenship. Based on the idea that this phenomenon may actually arise differentially in the departmental territory is proposed as an objective of this article determine current levels of trust, civic engagement and political participation in the department of Cundinamarca, and the relationship of strengthening capital with the processes of social change led by citizens. To do an exploratory investigative process forward, with an explanatory sequential design developed in two stages; the first one with a quantitative measurement component; and the second, with a qualitative component and validation of results. In this regard, it was observed that are still low levels of capital in the department and on the contrary are much stronger barriers to their empowerment.

Bioethical and biolaw dialogue on the conformation and biojuridic nature of the homoparental family in Colombia

RESUMEN En el presente artículo, se busca evidenciar los discursos bioéticos y reflexiones del bioderecho en torno a la conformación y naturaleza biojurídica de las parejas homosexuales, establecer las implicaciones que tendría la configuración de familias homoparentales y los alcances de las políticas de diversidad sexual igualitaria presentes en Colombia con la naturaleza biojurídica de la estructura de estos paradigmas experimentales a la luz del bioderecho, la bioética y la biopolítica pública en Colombia. Asimismo, se examina dentro del ordenamiento jurídico, que se dinamiza en el siglo XXI denominado de la ciencia y la biotecnología ante la confluencia de la creación de estos nuevos modelos familiares con la participación de la fecundación asistida como fin último de estas alianzas afectivas multiculturales, en la equiparación del modelo familiar nuclear.

ABSTRACT In the present article, it is sought to highlight the bioethical discourses and reflections of the biolaw on the conformation and biojuridic nature of the homosexual couples; establish the implications that the configuration of homoparental families would have, as well; the scope of the policies of egalitarian sexual diversity present in Colombia with the bio-juridical nature of the structure of these experimental paradigms in the light of biolaw, bioethics and public biopolitics in Colombia. Likewise, it is examined within the legal system, which is dynamized in the 21st century called of science and biotechnology before the confluence of the creation of these new family models with the participation of assisted fertilization, as the ultimate goal of these affective alliances multicultural, in the comparison of the nuclear family model.

Parental styles in the process of raising children with disruptive disorders

RESUMEN El presente artículo aborda desde el concepto de estilos parentales la función de crianza de los padres que tienen hijos con trastornos disruptivos, tema enmarcado dentro de un proyecto de investigación que tuvo por objetivo evaluar la efectividad de un programa de intervención neuropsicológico y psicosocial de niños con diagnóstico de trastornos comportamentales entre 9 y 12 años. Se empleó una metodología fenomenológica desde un enfoque cualitativo. Entre los resultados, sobresalen la relación entre el fortalecimiento de los estilos parentales, desde una autoridad y afecto firmes, y un desarrollo emocional y social más estable en sus hijos. En conclusión, los comportamientos disruptivos se agravan por causa de estilos parentales ambivalentes, permisivos o autoritarios.

ABSTRACT The present article discusses from the concept of parenting styles the parenting function of parents who have children with disruptive disorders, a topic framed within a research project that aimed to evaluate the effectiveness of a program of neuropsychological and psychosocial intervention of children with Diagnosis of behavioral disorders, between 9 and 12 years. A phenomenological methodology was used from a qualitative approach. The results highlight the relationship between strengthening parenting styles, from firm authority and affection, and more stable emotional and social development in their children. In conclusion, disruptive behaviors are aggravated by ambivalent, permissive and/or authoritarian parental styles.

Family strategies to climate change in a rural community of Calixto Garcia, Holguin, Cuba

RESUMEN El artículo tiene como objetivo reflexionar sobre la necesidad de generar estrategias familiares ante el cambio climático en comunidades rurales. La investigación combina las perspectivas cuantitativas y cualitativas para develar el estado de los recursos naturales y las presiones que ejerce el medio socioeconómico sobre estos. Se realizó una encuesta de percepción a los pobladores sobre cambio climático. A través de entrevistas en profundidad se analizó el rol de las mujeres en las estrategias de adaptación ante el cambio climático en el ámbito familiar. El resultado es la propuesta de estrategias familiares en una comunidad rural de Calixto García (Holguín, Cuba) con enfoque de género, bajo el principio de sostenibilidad.

ABSTRACT The aims of this article is to reflect on the need to create family strategies of adaptation to climate change in rural communities, the study combines quantitative and qualitative techniques that reveal state of natural resources and the pressures exerted by the socioeconomic environment. Applied perception survey on climate change; through indepth interviews the role of women is valued in adaptation strategies to climate change in the family. The research results include a proposal in Calixto García, Holguín- Cuba of family strategies for adaptation to climate change, under the principle of sustainability and making visible women.

The effects of oil pollution in the development of Ejidal Communities: the case of the San Juan river basin (Nuevo León, Mexico)

RESUMEN La presente investigación analiza, en varios ejidos, los efectos sociales, económicos y ecológicos causados por el derrame de petróleo en el río San Juan (Nuevo León, México). Con este fin, se realizaron encuestas entre los pobladores y entrevistas a actores clave. Los resultados de la investigación indican que, sobre todo, la problemática social causada por el desastre es poco valorada y atendida por el perpetrador y descuidada por el Estado. Lo anterior muestra la inconciencia o la corrupción del Gobierno para internalizar los costos sociales que ocasiona la producción de un producto que en su momento fue monopolio del Estado y, por tanto, debía beneficiar al conjunto de la población.

ABSTRACT The present investigation analyzes, in several ejidos, the social, economic and ecological effects caused by the oil spill in the San Juan River (Nuevo León, Mexico). To this end, surveys were conducted among the settlers and interviews with key actors. The results of the investigation indicate that, above all, the social problems caused by the disaster are little valued and taken care of by the perpetrator and neglected by the State. The shows the unconsciousness or corruption of the Government to internalize the social costs caused by the production of a product that at the time was a monopoly of the State and, therefore, should benefit the entire population.

Considerations about community development

RESUMEN La producción científica sobre el término desarrollo se encuentra fragmentada a partir de intereses desarticuladores del capital. Este proceso ha desvirtuado las potencialidades de la sociedad para reencontrar lo comunitario como cualidad emancipadora del ser humano. La falta de unidad teórica y conceptual acerca del desarrollo ha sido tradicionalmente tratada por la sociología, la filosofía y la práctica política. Se plantea como objetivo identificar aspectos teóricos referidos a la cualidad comunitaria del desarrollo. El estudio tiene un enfoque marxista. Para la obtención de resultados, se emplean los métodos en el nivel teórico: analítico-sintético, sistémico-estructural, históricológico e inductivo-deductivo, y a nivel empírico, el análisis documental. Se enuncian consideraciones sobre el desarrollo desde una visión integradora que trasciende adjetivaciones y se fundamenta como un proceso real y concreto. Lo comunitario como cualidad transformadora de la actividad humana, concretado en los proyectos colectivos, constituye el principio teórico del desarrollo desalienador.

ABSTRACT The scientific production on the term development is found fragmented from disarticulating interests of capital. This process has distorted the potential of society to rediscover the community as an emancipating quality of the human being. The lack of theoretical and conceptual unity about development has traditionally been dealt with by sociology, philosophy and political practice. The objective is to identify theoretical aspects related to the community quality of development. The study has a Marxist approach. To obtain results, the methods are used at the theoretical level: analytic-synthetic, systemic-structural, historical-logical and inductive-deductive, and empirically, the documentary analysis. Considerations on development are enunciated from an integrating vision that transcends adjectives and is based on a real and concrete process. The community as a transforming quality of human activity, concretized in collective projects, constitutes the theoretical principle of disalienating development.

Psychological indicators on transgresor behavior of traffic rules

RESUMEN Este artículo de reflexión derivado de la investigación Perfilpsicológico de infractores frecuentes de normas de tránsito en el Valle de Aburrá tiene como propósito fundamental plantear la evidencia de indicadores psicológicos que expliquen la propensión en conductores a la comisión de infracciones reiteradas a las normas del Código Nacional de Tránsito Terrestre. Utilizando el instrumento de medición de la personalidad, 16 PF-5, los resultados indican la existencia de rasgos comunes en conductores infractores frecuentes y no frecuentes, en niveles bajos de ansiedad e inestabilidad emocional (C-), baja autoestima y poco interés por dar una buena imagen de sí (MI-), extraversión baja (EX-), distraídos y con falta de sentido práctico (M+), recelosos, ensimismados y calculadores (N+), con dificultad para actuar con otros (Q2+) y propensos a ser tensos e impacientes (Q4+). Lo que se constata es la presencia de unos rasgos de personalidad que favorecen una tendencia generalizada en los conductores a la transgresión del Código Nacional de Tránsito Terrestre.

ABSTRACT This article of reflection derived from the investigation: psychological profile of frequent violators of norms of transit in the Valle de Aburrá (Durán Palacio and Moreno Carmona, 2016), has as fundamental purpose to raise the evidence of indicators psychological activities that explain the propensity in drivers to the commission of repeated infringements to the rules of the Traffic Code and road safety. Using the Personality measurement Instrument, 16 PF-5, the results indicate the existence of common traits in frequent and non-frequent offending drivers, low levels of anxiety and emotional instability ( C-), low self-esteem and little interest in giving a good self's image ( MI-), extraversion low (EX-), distracted and with absence of practical sense (M+), suspicious, self-absorbed and calculators (N+), with difficulty in acting with others (Q2+) and inclined to be tense and impatient (Q4+). What is noted is the presence of personality traits that favor a generalized trend in drivers to the transgression of the transit code.

Micropolitics and Pluriverses: questions and possible construction

RESUMEN Las ideas centrales del artículo giran alrededor de dos nociones que deberían ser sustanciales para el análisis político contemporáneo: la pluriversidad y la micropolítica. Si bien estos conceptos han sido discutidos en los últimos quinquenios en la literatura académica, se pretende interrogarlos, analizar sus posibilidades y reflexionar sobre sus limitaciones. En un primer momento, se expone la noción de pluriverso democrático y se pone en diálogo con dos corrientes que hacen carrera en la teoría política actual: Laclau/Mouffe y Negri/ Hardt. La segunda parte explora el potencial que tiene para las teorías políticas la noción de micropolítica cultural, ya que estas han seguido más un derrotero estadocéntrico y macropolítico, y en su mayoría han silenciado otros escenarios del actuar político, diferentes del Estado, la geopolítica o el mercado.

ABSTRACT The central ideas of the article turn around two notions that should be substantial for the political contemporary analysis: the pluriversity and the macropolitic. Even though these concepts have been discussed in the latest five-year periods in the academic literature, the intention is to question them, analyze their possibilities and reflect on their limitations. In the first moment, the notion of democratic pluriverse is exposed and it is placed in dialogue with two tendencies that make career in the current political theory: Laclau/Mouffe and Negri/Hardt. The second part explores the potential that the notion of cultural micropolitic has for the politic theories, since it has continued a state-centric and macropolitic route, and most they have silenced another scenes of political acting, different of state, the geopolitic or the market.

INTERNATIONAL COOPERATION FOR DEVELOPMENT: GOVERNMENT, ECONOMY AND SOCIETY. EVOLUTION OF POLICY AND FUTURE SCENARIOS -From policy to CSOs: questions and answers to build a future of sustainable and global development

RESUMEN "Cooperación internacional para el desarrollo: gobierno, economía y sociedad. Evolución de las políticas y escenarios futuros" expone la trayectoria de la cooperación internacional al desarrollo (CID) desde su nacimiento hasta la actualidad mostrando como el paradigma sobre el desarrollo hubo una evolución, con su aceleración en las últimas décadas gracias a los aportes de la sociedad civil. Desde el análisis atenta y profunda que Carlo Tassara hace de la cooperación al desarrollo en este libro, se puede llegar a comprender como la realidad internacional sea cambiante y se adapte continuamente al contexto socio-económico que vive en un dado momento. Gracias a esta reflexión se logra ver la interconexión mundial en el desarrollo sostenible que el mundo de hoy persigue y, por ende, nace un debate interesante sobre "a donde queremos apuntar en futuro" por medio de la CID.

ABSTRACT "International cooperation for development: government, economy and society. evolution of policy and future scenarios" expose the trajectory of international cooperation to development (CID) from his birth to the present showing how the paradigm on development was an evolution, with the acceleration in recent decades thanks to the contributions of civil society. Carlo Tassara in his book makes a careful and deep analysis regarding the development cooperation, it can help to understand how the international reality is changing and adapts continuously to the socioeconomic context living in a precise historical moment. Thanks to this reflection, it is possible to see the global interconnection into a sustainable development that the contemporary world pursues and, thus, born an interesting debate about "where we want to aim in the future" through the CID.
