LAS ALIANZAS ESTRATÉGICAS COMO ALTERNATIVA PARA EL FUNCIONAMIENTO DE LOS SERVICIOS DE SALUD EN LAS EMPRESAS SOCIALES DEL ESTADO

Este artículo es el resultado de uno de los trabajos que se adelantan en el grupo de investigación de Políticas Públicas y Efectos Económicos, Fiscales y sobre Capital Humano en la Facultad de Ciencias Administrativas y Económicas de la Universidad Icesi. Su objetivo fue explorar la experiencia del Hospital San José, de la ciudad de Popayán, en Colombia, en la constitución y operación de la alianza estratégica con la empresa multinacional Renal Therapy Service, subsidiaria de Baxter International Corporation. Mediante esta figura un hospital de carácter oficial, con numerosas deficiencias originadas en su estructura legal y burocrática, en las difíciles relaciones sindicales con sus empleados y en sus limitaciones financieras, logra ofrecer a los pacientes que sufren de deficiencias renales un servicio asistencial fundamental que exige una alta tecnología, y eficiencia en su prestación, para mejorarles la calidad de vida. En la investigación se exploraron las condiciones para que la alianza pudiera realizarse y luego se evaluaron los resultados de su operación, tanto médicos como financieros, en los primeros cinco años de su funcionamiento. Se encontró que sin esta alianza los pacientes de la ciudad de Popayán y vecindades no se hubieran podido beneficiar de este servicio oportunamente y en condiciones de calidad, lo cual hubiera repercutido en el aumento de la morbilidad.

This article is the result of one of the projects conducted by the research team at the Department of Administrative and Economic Sciences at ICESI University on the issues of "Public Policies and their Economic and Fiscal Effects" and "Human Capital ". The purpose of this paper was to look into the experience of the San José Hospital located in Popayan , Colombia , with respect to the establishment and operation of a strategic alliance with Renal Therapy Service, a multinational subsidiary of Baxter International Corporation. Such an alliance enabled a public hospital with numerous deficiencies, which resulted from its legal and bureaucratic structure, difficult relations with the workers´ union, and financial limitation, to provide patients suffering from kidney deficiency with an essential assistance service that calls for high technology and performance to ensure improvement of their standards of living. Having thoroughly reviewed the conditions that made the alliance possible, an assessment was made of the medical and financial results of the alliance in its first five (5) years of operation. It was found that, without this alliance, patients living in Popayan and its surrounding areas would not have been able to benefit from this good quality service in a timely fashion, which would have led to an increased morbidity rate.

ESTUDIO DE FACTIBILIDAD PARA LA CREACIÓN DE UNA EMPRESA DE SERVICIOS DE INGENIERÍA

En el presente artículo se busca realizar el estudio de factibilidad para la creación de una empresa de servicios de ingeniería de redes inalámbricas en el área de las telecomunicaciones, apoyado por una estrategia para la implementación de la empresa con base en el análisis de las cinco fuerzas de Porter. De modo que se pueda determinar si es o no competitiva con las empresas extranjeras que brindan este tipo de servicios en el mercado local, por lo tanto el análisis se realiza fundamentado en los planes de presupuesto. La utilidad de este documento se encuentra en la utilización de los conceptos de finanzas para estudios de factibilidad y competitividad. Se hace referencia al concepto de planeación estratégica, organizando la información de la industria en el modelo de las cinco fuerzas desarrollado por Michael Porter, para mostrar la factibilidad del proyecto.

In the present article, is sought to carry out the study of feasibility, for the creation of a wireless networks engineering services business in the area of the telecommunications supported by a strategy for the implementation of the business based on the analysis of the five forces of Porter. So that can be determined if is or not competitive with the foreign businesses that offer this type of services in the local market, therefore the analysis is carried out supported in the plans of budget. The utility of this document is found in the utilization of the concepts of finances for studies of feasibility and competitiveness. Reference is done al strategic concept of planning organizing the information of the industry in the model of the five forces developed by Michael Porter, to show the feasibility of the project.

VALUATION RELATIONSHIPS UNDER GROWTH

Uno de los tópicos más importantes en valoración es la relación apropiada entre flujos de caja y tasas de retorno. Yo reviso esta relación con la premisa, por Myers (1974), de que el costo de la deuda es la tasa de descuento apropiada para el escudo fiscal. Diferentes hipótesis han sido estudiadas para el riesgo del escudo fiscal; cada una de ellas produce diferentes resultados de valoración, especialmente cuando el crecimiento está presente. Una diferencia entre los resultados que yo obtengo y los resultados de otros es la presencia del crecimiento en las expresiones para las tasas de descuento, lo cual puede ser utilizado para estimar la validez empírica de cada uno de los métodos propuestos.

One of the most important topics on valuation is the appropriate relationships between cash flows and rate of returns. I review those relationships under the premise, by Myers (1974), of the cost of debt as the right discount for the tax shield. Different hypotheses have been advanced for the tax shield risk, each one producing different valuation results, especially when growth is present. The consequences of some common mistakes on valuation are explored. One difference between the results I obtain and results by others is the presence of growth in the expressions for the discount rates, which can be used to asses the empirical validity of each of the approaches.

AJUSTE, ESTRUCTURA Y AMBIENTE COMO FACTORES CLAVES EN LA TEORÍA DE CONTINGENCIAS

Este artículo desarrolla la teoría de contingencias dentro del marco de la evolución de las teorías de la administración, basados en los estudios realizados por Burns y Stalker, Lawrence y Lorsh, Pradip Khandwall quienes hicieron grandes investigaciones en la década de los años 60 y 70 sobre el tema. También se hace un análisis de los aportes hechos por Henry Mintzberg, Van de Ven y Drazin y Stephen Robbins autores contemporáneos que han enriquecido el entendimiento de la teoría de contingencias, determinando la influencia de esta teoría sobre la estrategia, la estructura y el ambiente.

In this article a development of the contingency theory is presented within the evolution of the management theories framework, according to the work carry out by Burns and Stalker, Lawrence and Lorsh, Pradip Khandwall. They made a lot of research about this topic on the 60 70 decades. We also make an analysis of the work by Henry Mintzberg and Drazin and Stephen Robbins modern authors who are contributed to this theory from point of view of its incidence on the strategy, the structure and the environment.
