PEACE, THE TASK IS TO STRENGTHEN THE SOCIAL AND POPULAR PARTICIPATION

Asistimos a un momento histórico en Colombia, se marca posiblemente, el cierre de una cruenta confrontación armada de más de 50 años, entre las Farc-Ep y el gobierno Colombiano, este solo hecho ya de por sí, es bien importante, pero no suficiente.

PRACTICES AND COLLECTIVE EXPERIENCES IN VIEW OF WAR AND FOR THE CONSTRUCTION OF PEACE: SOCIAL INITIATIVES OF PEACE IN COLOMBIA

El presente texto propone un recorrido histórico de las llamadas iniciativas sociales que contribuyen a la construcción de paz en Colombia, desde las personas y colectivos afectados por las diversas modalidades de violencia, en el marco del conflicto socio-político y armado que vive Colombia. Se plantea una mirada de los actores que estudian la construcción de paz y la labor de los observatorios de paz en el país, se incluye una lectura a la Psicología académica (política) que acompaña las iniciativas, es decir, un acercamiento inicial entre las iniciativas sociales y la disciplina de la Psicología, como ámbito de estudio que interesa a la investigación en Psicología e iniciativas sociales de paz en Colombia.

The current text proposes a historical tour of the so-called social initiatives, which contribute to the construction of peace in Colombia, from people and groups who have been affected by the various forms of violence, within the frame of the socio-political and armed conflict that Colombia is going through. The text brings up a look at the actors who study the construction of peace and the work of the observatories of peace in the country. It also includes a reading to the academic (political) psychology, which accompanies the initiatives; that is to say, an introductory approach among the social initiatives and the discipline of psychology, as a field of study, which is of interest to research in psychology and the social initiatives for peace in Colombia.

REPARACIÓN A LAS VÍCTIMAS DE DICTADURAS, CONFLICTOS ARMADOS Y VIOLENCIA POLÍTICA: REPAIR TO THE VICTIMS OF DICTATORSHIPS, ARMED CONFLICTS, AND POLITICAL VIOLENCE. PART I

El presente trabajo, el primero de dos entregas, trae a colación investigaciones y reflexiones teóricas que dan cuenta de las experiencias de diversos países que han desarrollado procesos transicionales, teniendo como centro de análisis el proceso de reparación a las víctimas. Es importante anotar que la perspectiva psicosocial constituye el punto de referencia desde el cual se lleva a cabo la revisión y que, en congruencia con ésta, se hace especial énfasis en aquellos estudios que han dado protagonismo a la voz, percepción y significación de las personas víctimas en torno a los fenómenos aquí abordados.

This current paper, the first of two issues, brings up some research and theoretical reflections, which report the experiences of several countries that have developed some transitional processes, taking as the center of analysis, the process of the repair of victims. It is important to highlight that the psycho-social perspective constitutes the point of reference from which the revision is carried out, and that, in line with it, a special emphasis is made on those studies, which have given a leading role to the voice, perception, and significance to those victims of the phenomena addressed here.

PROSPECTIVE PLAN FOR THE AGRICULTURAL DEVELOPMENT IN THE COLOMBIAN REGIONS STARTING FROM THE POST-CONFLICT UP TO THE YEAR 2025

El presente texto derivado de investigación, presenta los resultados del análisis prospectivo para el desarrollo agrario de las regiones colombianas, de cara a un posible acuerdo fruto de las actuales (2014) negociaciones de Paz entre la guerrilla de las Farc-EP y el Gobierno Colombiano, acuerdo que de firmarse permitiría a la sociedad Colombiana entrar en lo que por ahora se ha denominado posconflicto. En este texto se proyectan posibles escenarios al año 2025; nos planteamos 4 posibles escenarios, dos alternos identificados como: Bienestar a Media y Sobreviviendo, un escenario catastrófico denominado Pobreza Absoluta y nuestro escenario apuesta: Paz y Prosperidad.

The current text, which was derived from research, introduces t he results of the prospective analysis for the agricultural development in the Colombian regions, with a view of a possible agreement, as a result of the current (2014) peace negotiations between the FARC-EP guerrilla forces and the Colombian government, an agreement which, in the event of its being signed, would let the Colombian society enter into what by now has been called post-conflict. In this text, some possible scenarios are projected to the year 2025; four possible scenarios, two alternate ones, which are identified as: Average Welfare and Surviving, a catastrophic scenario known as Absolute Poverty, and our bet stage: Peace and Prosperity.

SOCIAL CONFLICTS AND SITUATION OF PEACE IN COLOMBIA: WESTERN DECADENCE AND POTENTIALITY OF LATIN AMERICANISM

Si bien el conflicto armado interno parece haber llegado a un punto crítico, abriéndose espacio una importante negociación del conflicto armado interno que lleva más de 50 años, entre las Farc-Ep y el Gobierno de Colombia, es necesario ahondar en torno al papel de la participación de la población, quienes de manera real, expanden y complejizan los antagonismos; es el pueblo quien en últimas demostrarán la capacidad para promocionar y consolidar el cambio, pues si así no se asume, las actuales negociaciones no redundará en un cambio real, iniciándose otros ciclos de guerra, la profundización de los conflictos territoriales, ambientales, sociales, económicos, políticos, como ya ha ocurrido en la dolorosa historia de Colombia.

Even though the armed conflict seems to have reached a critical point, opening up space an important negotiation of the internal armed conflict that takes more than 50 years, between the FARC-EP and the Colombian government, it is necessary to deepen around the role of the participation of the population, who in a real way expand and make antagonisms complex, it is the people who ultimately will demonstrate the ability to promote and to consolidate the shift, because if it is not thus assumed, the current negotiations will not redound to a real change, where other cycles of war take place, the deepening of the territorial, environmental, social, economic, political conflicts, as it has already happened in the painful history of Colombia.

GEOPOLITICAL CONTEXT, GLOBALIZATION, CIVILIZING CRISIS, AND PEACE IN COLOMBIA

El presente artículo, trata de confrontar los fundamentos e ideas fuerza que caracterizan la globalización como expresión hegemonizada del modelo de desarrollo capitalista en su fase actual, de corte financiero especulativo y con énfasis predominantemente extractivista, con uno de los factores característicos y determinares de la búsqueda y construcción de idearios e imaginarios de paz en Colombia.

This article aims to compare the foundations and ideas, which characterize globalization as a hegemonic expression of the model of the capitalist development, in its current state, of a speculative and financial type and predominantly extractive, with one of the characteristic and determining factors for the search and the construction of ideologies and imaginaries of peace in Colombia.

"STONE WALLS ARE NOT ENOUGH TO BUILD A PRISON." THE DAILY LIFE OF INMATES AT "VILLAHERMOSA" PRISON IN CALI, COLOMBIA

El presente artículo derivado de investigación, describe la situación carcelaria en Colombia en los últimos años, haciendo énfasis sobre la situación particular del hacinamiento en el establecimiento carcelario Villahermosa de la ciudad de Cali (Colombia). Finalmente se realiza un análisis sobre la manera en que transcurre la vida cotidiana en dicho Centro Carcelario.

The current article, derived from a piece of research, describes the prison situation in Colombia, in the last few years, making emphasis on the particular overcrowding situation at "Villahermosa" Prison in the city of Cali, Colombia. Lastly, an analysis of the daily living conditions at that prison is made.

THE ROLE OF THE DELIBERATIVE DEMOCRACY AND ITS LEGITIMATE EXERCISE

El presente texto, derivado de proceso de investigación, busca dejar elementos para el debate en torno a la construcción de la democracia deliberativa procurando establecer cuál podría ser el marco teórico en el que se puede ajustar el caso Colombiano. Para tal fin, el texto presentará: Un aparte para el debate en torno a la democracia deliberativa como procedimientos de legitimación de decisiones, estableciendo cuál es el papel de los tribunales constitucionales en la construcción de este tipo de democracia; segundo, ahondar con especial énfasis en las decisiones de la Corte Constitucional, si permiten o no, un espacio abierto para la democracia deliberativa; y tercero, se presenta un aporte al debate académico, en torno a la situación actual en Colombia en la construcción de una democracia deliberativa.

The present text, derived from a research process, seeks to allow aims to leave elements to the debate over the construction of the deliberative democracy managing to establish, which the theoretical framework could be, in which the Colombian case can be adjusted. For such a purpose, the text will introduce, first, the debate over the deliberative democracy as legitimacy of decision-making procedures, establishing what the role played by the Constitutional Court, in the construction of this type of democracy, is. Second, to deepen, with special emphasis, on the decisions of the Constitutional Court, whether they allow it or not, an open space for the deliberative democracy, and third, it introduces a contribution to the academic debate over the current situation in Colombia in the construction of a deliberative democracy.

TALKS WITH HAVANA AND THE PERSPECTIVES OF A LASTING PEACE IN COLOMBIA

Este artículo de investigación, presenta rutas de análisis histórico en torno a los alcances y falencias que dejaron los diálogos de Paz en Colombia entre las Frac-Ep y el Gobierno Nacional durante el siglo XX, el papel que han jugado los medios de comunicación en dichos procesos y una descripción analítica de los discursos de Oslo y la Habana, que dan inicio al actual proceso de Negociación en la Habana; se resalta el profundo alcance que este proceso de negociaciones marca en la última década en Colombia, en lo que concierne a la posible terminación del conflicto armado y la construcción de una paz estable y duradera.

This research article presents routes of historical analysis over the scope and shortcomings left by the talks of peace in Colombia between FARC-EP and the National government during the twentieth century, as well as the role played by the mass media in those processes and an analytical description of the discourses in Oslo and Havana, initiating the current process of negotiations at Havana; the deep scope of this process of negotiations marks in the last decade in Colombia, is highlighted with regard to the possible termination of the armed conflict and the construction of a stable and lasting peace.

THE COMMUNITY TELEVISION SYSTEM IN THE EASTERN REGION IN ANTIOQUIA. AN EXERCISE OF CONSTRUCTION OF THE SOCIAL FABRIC AND PEACE

El presente artículo resultado de investigación, expone las diversas realidades que atraviesan los canales comunitarios del Oriente Antioqueño (Colombia). Para presentar los resultados el texto relaciona tres momentos: primero, aspectos jurídicos que en Colombia rigen la Televisión Comunitaria, normativas que ha regido a la televisión pública en el país y sus incidencias en el desarrollo de la televisión comunitaria local; dos, se ahonda en la necesidad de entender los modos de organización como asociaciones económicas y sus acciones colectivas (Actividades en Red) como estrategias co-operativas para el trabajo y tres, plantea el papel de la televisión comunitaria como órgano de expresión de las comunidades de esta subregión golpeada por la violencia, la exclusión y la impuesta llegada del desarrollo.

This current article, the result of a piece of research, introduces the various situations that the community channels, in the eastern region in Antioquia (Colombia), have to go through. In order to present the results, the text relates three moments: firstly, legal aspects governing the community television system, regulations that have controlled the public television in the country and its effects on the development of the local community television system; in Colombia; secondly, it delves into the need to understand modes of organization such as economic associations and their collective actions (Network Activities) as co-operative strategies for the work, and thirdly, it raises the role of the community television system as an organ of expression of the communities in this sub-region, struck by violence, exclusion, and the imposed arrival of development.

GUSTAVO ROJAS PINILLA: DICTATORSHIP OR PRESIDENCY: THE CONSERVATIVE HEGEMONY IN CONTRAVENTION WITH THE POPULAR FIGHT

El presente texto derivado de investigación, tiene como objetivo analizar los discursos de Rojas Pinilla y la influencia que tuvo sobre ellos, los aires fascistas de finales del siglo XIX y principios del XX y como crearon enemigos del pueblo, con el fin de justificar su accionar sobre sectores de la sociedad por parte del ejército, como garantizador de un orden social.

The current text, derived from a piece of research, aims to analyze the discourses of Rojas Pinilla and the influence played by the fascist hints of the late nineteenth century and the early twentieth century and how they created enemies of the people in order to justify their actions on sectors of society by the army as a guarantor of a social order.

PLANNING UNITS AND LAND MANAGEMENT AS GUIDELINES FOR URBAN ZONING

El presente artículo, derivado de investigación, presenta el marco conceptual y metodológico resultados del estudio de las Unidades de Planificación Territorial y de Gestión como Instrumento Operativo para la toma de Decisiones Urbano Rural, los POTs y PDM, instrumentos de planteamiento en el corto, mediano y largo plazo, en este orden la zonificación del territorio se convierte en la alternativa para plantear y fortalecer las Unidades de Gestión y Planificación Territorial donde se debe fortalecer la institucionalidad a partir de la incorporación de los actores y sectores público, privado y sociedad civil.

This current article, derived from a piece of research, introduces in the theoretical and methodological frameworks, the results of a study of the Land Planning Units and of Management as an Operational Instrument for the Rural-Urban decision-making, the Territorial Ordering Plan -TOP- and Municipal Development Plan -MDP-, instruments of approach in the short, medium and long terms; in this order, the zoning of the territory becomes an alternative to raise and to strengthen the Management Units and the Territorial Planning, where the institutional framework must be consolidated from the incorporation of public, private actors and sectors, and the civil society.

HOME UTILITIES: ARE THEY HUMAN RIGHTS OR PRODUCTS FOR SALE? THE MEDELLIN CASE

El presente artículo presenta los resultado de investigación encaminada a demostrar y visibilizar, en la ciudad de Medellín, las múltiples afectaciones a personas por la ausencia de servicios públicos domiciliarios en sus viviendas, aún y la capacidad técnica, operativa y financiera de la empresa prestadora de servicios en la ciudad: Empresa Públicas de Medellín (Epm E.S.P), lo que supone una inadecuada lectura de la realidad de la ciudad, principalmente en las zonas periféricas y zonas de alto riesgo. Esta situación lleva a que los ciudadanos recurran a las vías judiciales o a las vías de hecho para proveerse del servicio y en cualquiera de las dos vías se termina por generarle una serie de dificultades de orden jurídico, social y económico al Municipio que es, según la Ley 142 de 1994, el responsable de garantizar el derecho a los servicios públicos domiciliarios; situaciones que pudiesen contar con una solución más adecuada en tanto que ajustada a las realidad de la ciudad.

This current paper introduces the research results aiming at demonstrating and identifying, in the city of Medellin, the multiple effects to people by the lack of home utilities, still and the technical, operational, and financial capacities of the company providing services in the city: Public Companies of Medellin (EPM -ESP), which supposes an inadequate reading of the reality of the city, mainly on the outskirts and high-risk areas. This situation makes the citizens resort to the judicial routes or assault and battery in order for them to provide with the service, and in either of the two routes, a series of legal, social, and economic difficulties are derived, which becomes a problem to the Municipality, which according to the Law 142 as of 1994, is responsible for ensuring the people the right to home utilities, situations which could have a more adequate solution to the extent that it can be adjusted to the reality of the city.

DIAGNOSIS AND COMMUNITY PROPOSAL FOR THE INTEGRAL IMPROVEMENT OF THE "EL FARO" NEIGHBORHOOD IN THE "8TH" COMMUNE IN MEDELLIN

El presente texto presenta los resultados de un ejercicio investigativo. que visibiliza Por un lado las problemáticas más sentidas de los habitantes de las comunidades Golondrinas y El Faro de la Comuna 8 de la ciudad de Medellín, un ejercicio que se adelantó como respuesta ante los procesos de intervención institucional, derivados de los constantes procesos de transformación de la ciudad, los cuales, han generado desplazamientos y silencios frente a la realidad misma de dichas comunidades; por otro lado, presenta las propuesta de solución construidas desde las mismas comunidades ante dichos problemas.

This text presents: on the one hand, the results of an investigative exercise, which makes visible the deepest problems of the inhabitants of the communities swallows and the lighthouse of 8 commune of the city of Medellin, an exercise that be stepped forward in response to the process of institutional intervention arising from the constant processes of transformation of the city, which have led to displacement and rests with the same realities of those communities; on the other hand, it presents the proposal of solution built from the same communities face these problems.

COGNITIVE, EMOTIONAL, AND BEHAVIORAL CHARACTERISTICS OF PRESCHOOLERS OF THE GOOD START PROGRAM IN THE NORTHWESTERN AREA IN MEDELLIN

En el presente artículo derivado de investigación, se describen las características cognitivas, emocionales y conductuales de una muestra de 20 niños preescolares, que oscilan entren los 3 y 5 años de edad, de estrato socioeconómico bajo y que han sido beneficiados del programa estratégico de la Alcaldía de Medellín (Colombia), perteneciente a la Secretaría de Educación, denominado Buen Comienzo. El programa Buen Comienzo tiene como propósito la promoción del desarrollo integral, diverso e incluyente de niñas y niñas, desde en una perspectiva interdisciplinaria del ciclo vital, protección de los derechos y articulación interinstitucional.

In this current article, derived from a piece of research, the cognitive, emotional, and behavioral characteristics, of a sample of 20 preschoolers, are described and whose ages range between 3 and 5 years. They belong to a low socio-economic level and they have benefited from the strategic program at the Mayor's Office in Medellin (Colombia), belonging to the Secretariat of Education program called the Good Start. Such a program aims the promotion of comprehensive, diverse, and inclusive development of children, from an interdisciplinary perspective of the life cycle, the protection of rights and the inter-institutional coordination.

COMPLEXITY, ARMED CONFLICT, AND VULNERABILITY OF DISPLACED CHILDREN IN COLOMBIA

Este trabajo tiene como objetivo realizar una reflexión acerca de la vulnerabilidad de los niños y niñas víctimas del conflicto armado en Colombia. Para ello se recurrió al principio de auto-eco-organización y de Bucle inter-retroactivo. La violencia es un fenómeno complejo de múltiples interacciones, de características no-lineales y tendencia auto-eo-organizativa que afecta la noción de sujeto y altera el modo como los niños y niñas interpretan el mundo y sus interacciones.

This paper aims to carry out a reflection on the vulnerability of children, who are victims of the armed conflict in Colombia. This was used at the beginning of the self-eco-organization and the inter-retroactive loop. Violence is a complex phenomenon of multiple interactions, non-linear features, and a self-eco-organizational tendency, which affects the notion of subject and alters the way that children interpret the world and their interactions.

PASTORAL PSYCHOLOGY, THEORETICAL APPROACHES, AND CURRENT TENDENCIES

El presente artículo pretende mostrar la importancia que en los últimos tiempos ha cobrado la psicología en el ámbito de la pastoral, y es por esto que se hará un recuento de los principales autores que han abordado este tema, para luego adentrarnos en aspectos psicopatológicos que se aplican a este campo.

This current article aims to show the importance that, in the last few years, psychology has had in the pastoral setting, and that is why an inventory of the main authors, in this issue, will be made. Then, we will go into some psycho-pathological aspects, which apply in this field.
