Disappointment, Fatalism, and Hope: Emotional Oppositions and Polarization around Negotiated Peace in 9 Colombian Cities

Resumen Las Orientaciones Emocionales Colectivas en relación con el proceso de paz entre el Estado colombiano y las Fuerzas Armadas Revolucionarias de Colombia, Ejército del Pueblo (FARC-EP) evidencian emocionales que configuran oposiciones y polarización, según los participantes estén o no de acuerdo con el proceso de paz. Durante la negociación los participantes ‘de acuerdo', manifestaban esperanza, tranquilidad y alivio, mientras aquéllos ‘en desacuerdo', desconfianza e indignación. Después del plebiscito los primeros, tristeza, decepción y frustración, mientras los segundos alegría y celebración. Finalmente, durante la implementación, los primeros expresan desconfianza, temor e incertidumbre, mientras los segundos indignación. Estas disposiciones emocionales movilizan creencias, actitudes hacia la polarización, obturando diálogos y debates democráticos; constituyendo un clima emocional de fatalismo y resignación como barrera psicosocial para la construcción de paz y reconciliación.

Abstract Collective Emotional Orientations in relation to the peace process between the Colombian State and the Revolutionary Armed Forces of Colombia, People's Army (FARC-EP) evidence emotional oppositions and polarization, depending on whether participants agree or disagree with the peace process. During the negotiation, the participants "in agreement" expressed hope, tranquility and relief, while those "in disagreement" expressed distrust and indignation. After the plebiscite, the former, sadness, disappointment, and frustration, while the latter, joy and celebration. Finally, during implementation, the former express distrust, fear and uncertainty, while the latter indignation. These emotional dispositions mobilize beliefs and attitudes toward polarization, by obstructing dialogues and democratic debates; by constituting an emotional climate of fatalism and resignation as a psychosocial barrier to the construction of peace and reconciliation.

Social Movements, Narratives, and Emotions. The Case of Afro-Descendant Community Leaders in the Department of Chocó, Colombia

Resumen Las emociones favorecen las movilizaciones, pero también las dificultan y que la narración constituye un enfoque privilegiado para entender las dinámicas de los movimientos sociales y sus integrantes. Desde un enfoque narrativo, se describe el entorno sociocultural que da lugar al nacimiento y participación de mujeres en movimientos de reivindicaciones de género y acciones de emprendimiento colaborativo e identifica y se analiza emociones negativas y positivas, aisladas y secuenciales, que movilizan la acción y generan solidaridades, como la ira, la impotencia y la tristeza o el orgullo y la alegría en lideresas comunitarias afro- descendientes en el departamento del Chocó (Colombia).

Abstract Emotions favor mobilizations, but they also hinder them, and that narrative constitutes a privileged approach to understand the dynamics of social move ments and their members. From a narrative approach, we describe the sociocul tural environment, which gives rise to the birth and participation of women in movements of gender claims and collaborative entrepreneurship actions and to identify and to analyze negative and positive emotions, isolated and sequential, which mobilize action and generate solidarity, such as anger, helplessness, and sadness or pride and joy in Afro-descendant community leaders in the depart ment of Chocó, Colombia.

School and Dispossession: The Situation of the Rural School in the Framework of the Armed Conflict in Colombia

Resumen Las principales posturas teóricas que han abordado la situación de la escuela rural en el marco del conflicto armado en Colombia presenten comprensiones homogéneas sobre la escuela rural que refuerzan una idea precaria de esta y jus tifican su abordaje desde lógicas asistencialistas. De esta forma, la escuela como institución social, no puede desligarse de su realidad concreta; por lo tanto, se asume como escenario que vivió el conflicto armado, pero a la vez como espacio donde se hace una apuesta por la reconstrucción del tejido social, por lo tanto, se reconocen en ellas las dinámicas implementadas para abordar el tema del conflicto desde los procesos pedagógicos.

Abstract The main theoretical positions that have addressed the situation of the rural school in the context of the armed conflict in Colombia present homogeneous understandings of the rural school that reinforce a precarious idea of it and jus tify its approach from welfare logics. Thus, the school as a social institution can not be detached from its concrete reality. Therefore, it is assumed as a scenario that experienced the armed conflict, but, at the same time, as a space where a bet is made for the reconstruction of the social fabric. Therefore, the dynamics implemented to address the issue of the conflict from the pedagogical proces ses are recognized in them.

Political Emotions in Boys and Girls in Medellín

Resumen La reivindicación del lugar de las madres comunitarias en la formación de emociones políticas de los niños y las niñas es un paso necesario para fortalecer las prácticas de cuidado que se viven en los hogares comunitarios en el barrio Nueva Villa de la Iguaná, de la ciudad de Medellín (Colombia). Asimismo, se reco noce que las madres comunitarias, a través de las prácticas de cuidado, no solo favorecen el desarrollo y el crecimiento de los niños y niñas, sino que también se ubican como formadoras de sujetos para la ciudadanía.

Abstract The vindication of the place of community mothers in the formation of political emotions in boys and girls is a necessary step to strengthen the care practices that are lived in the community homes in the Nueva Villa de la Iguaná neigh borhood, in the city of Medellin, Colombia. Likewise, it is recognized that com munity mothers, through care practices, not only favor the development and growth of children, but also they position themselves as shapers of subjects for citizenship.

Strategies of Prosociality in Young People Disengaged from the Armed Conflict in Colombia

Resumen Este trabajo tiene el propósito de establecer las estrategias de prosocialidad de jóvenes desvinculados del conflicto armado colombiano, como un aporte a la comprensión del perfil psicológico de esta población para la implementación de procesos de intervención efectivos que permitan su reincorporación y adapta ción a la vida civil. Se encontró que, las variables que conforman la prosocialidad, la sensibilidad social, la conformidad de lo socialmente correcto y las dificulta des sociales, presentan relaciones importantes tanto positivas como negativas. Se confirma la hipótesis alterna que mostraba la existencia de relaciones direc tas entre la competencia social y el comportamiento prosocial relativo a lo que es socialmente correcto.

Abstract The purpose of this work is to establish the prosociality strategies of young peo ple disengaged from the Colombian armed conflict, as a contribution to the un derstanding of the psychological profile of this population for the implementa tion of effective intervention processes, which allow their reincorporation and adaptation to civilian life. It was found that the variables, which make up proso ciality, social sensitivity, conformity to social correctness and social difficulties, present important positive and negative relationships. The alternative hypo thesis showing the existence of direct relationships between social competence and prosocial behavior related to what is socially correct is confirmed.

Design of Strategies for the Labor Inclusion of People with Cognitive Functional Diversity in the Second Most Important City in Huila

Resumen En el municipio de Pitalito-Huila (Colombia) se evidencia un alto grado de des conocimiento sobre la diversidad funcional cognitiva, generando una proble mática social que levanta barreras e impide la inclusión de personas en esta con dición. Es así que, el problema de inclusión laboral para personas con diversidad funcional surge del desconocimiento de esta condición, de la percepción errada sobre sus capacidades, de las deficiencias educativas en torno a las competen cias laborales y de la falta de intervención gubernamental en la divulgación de las políticas públicas de inclusión. Finalmente, se proponen estrategias bajo el modelo de innovación de la triple hélice para lograr efectividad en los procesos inclusivos de inserción social, educativa y laboral.

Abstract In the municipality of Pitalito, Huila, Colombia, there is a high degree of igno rance about cognitive functional diversity, by generating a social problem, which raises barriers and prevents the inclusion of people in this condition. Thus, the problem of labor inclusion for people with functional diversity arises from the lack of knowledge of this condition, from the wrong perception of their capabil ities, from the educational deficiencies regarding labor competencies and from the lack of governmental intervention in the dissemination of public policies for inclusion. Finally, strategies are proposed under the triple helix innovation mod el to achieve effectiveness in the inclusive processes of social, educational, and labor insertion.

Resumen El cuidado de sí no es una capacidad que el individuo adquiere de manera ais lada o con el simple paso de una edad a otra, sino que se origina en un contexto relacional temprano y, como tarea del desarrollo, constituye un hito importante de cara al establecimiento de relaciones maduras en la adultez.

Abstract Self-care is not a capacity that the individual acquires in isolation or with the simple passage from one age to another, but it originates in an early relational context and, as a developmental task, it constitutes an important milestone toward the establishment of mature relationships in adulthood.

Knowledge Production in Higher Education Institutions: A Comparative Analysis between Arts and Humanities and Engineering Research Groups

Resumen Debe plantearse como una tarea desde los grupos de investigación identificar y concebir su producción académica desde y para la transferencia y la apropiación del conocimiento en su relación con actores como el estado, la empresa y la so ciedad, posibilitando el bienestar, el desarrollo y la transformación social, este debería ser en un sentido estricto, una de las metas para los grupos de investi gación. Comparar la producción académica de los diferentes grupos de investi gación, permitiendo conocer, identificar y cuantificar cómo se difunde el conoci miento desde las diferentes disciplinas (Ingenierías y las artes y humanidades). Como hallazgo se observa un crecimiento de las investigaciones, así como en producciones bajo diversas tipologías que abordan la solución de problemas en estas áreas y perfilan su objeto de conocimiento declarado.

Abstract It should be raised as a task from research groups to identify and to concei ve their academic production from and for the transfer and appropriation of knowledge in their relationship with stakeholders, such as the state, business, and society, by enabling welfare, development, and social transformation. This should be in a strict sense, one of the goals for research groups. To compare the academic production of the different research groups, which allow to know, to identify, and to quantify how knowledge is disseminated from the different disciplines (Arts and Humanities and Engineering). As a finding, a growth in re search is observed, as well as in productions under different typologies, which address the solution of problems in these areas and outline their declared ob ject of knowledge.

The Public Debt Spiral in Colombia (1990-2020)

Resumen La deuda pública en Colombia entre el periodo de 1990 a 2020 se ha convertido en un eje estructurante de la economía política del país y bajo su manutención se ha generado un sin número de Leyes, Decretos y Normas que han determina do en gran parte las dinámicas de inversión y gasto social. Así mismo, se han su bordinado los derechos de la población colombiana a la estabilidad macroeco- nómica establecida bajo la teoría neoclásica. Si bien la deuda pública tiene una gran relevancia en la configuración del Estado en Colombia, los análisis sobre la problemática de la deuda pública y el servicio de esta es vago y no estructura la crisis fiscal del Estado con la del endeudamiento público, por lo cual en este artí culo se pretende evidenciar la configuración de la deuda pública en los últimos 30 años y su relación con la crisis fiscal del Estado.

Abstract The public debt in Colombia between 1990 and 2020 has become a structuring axis of the country's political economy and under its maintenance has generated a number of laws, decrees, and norms, which have largely determined the dyna mics of investment and social spending. Likewise, the rights of the Colombian population have been subordinated to the macroeconomic stability established under neoclassical theory. Although the public debt has a great relevance in the configuration of the State in Colombia, the analysis of the problem of public debt and its service is vague, and it does not structure the fiscal crisis of the Sta te with that of public indebtedness. Thus, this article aims to show the configu ration of the public debt in the last 30 years and its relationship with the fiscal crisis of the State.

Resumen El estallido social 2021 devenido del paro del 28 de abril, el gran paro de la historia reciente de este país fue una lucha predominantemente espontánea, organizada en el día y a día, pero sin un plan, una estrategia, una vanguardia científica-política y unas metas plenamente articuladas. Es decir, si se busca transformar desde sus raíces una sociedad, un país, que opera con arreglo a la opresión y la explotación, la capacidad combativa de su pueblo es condición ne cesaria pero insuficiente. La fuerza combativa de las masas como lo que se mani festó durante el estallido social, debe orientarse más allá de las reivindicaciones puntuales, algunas de las cuales se resuelven con reformas de tipo liberal.

Abstract The social outburst in 2021, resulting from the strike of April 28, the great strike in the recent history of this country, was a predominantly spontaneous struggle, organized on a day-to-day basis, but without a plan, a strategy, a scientific-po litical vanguard, and fully articulated goals. That is to say, if one seeks to trans form a society from its roots, a country, which operates under oppression and exploitation, the combative capacity of its people is a necessary, but insufficient condition. The combative force of the masses, such as that which was manifes ted during the social outburst, must be oriented beyond the specific demands, some of which are resolved with liberal reforms.

The Properties of the Constitution and the Justification of Its Special Interpretation in the Constitutional State

Resumen En el constitucionalismo contemporáneo suele afirmarse que la interpretación constitucional es especial respecto de la interpretación jurídica ordinaria. Una de la razones que fundamentan esta tesis se sustenta en las propiedades atri buidas a la constitución. El propósito de este texto es reconstruir el trasfondo de la tesis sobre la interpretación especial de la constitución en el Estado constitu cional. En términos generales, argumento que el trasfondo de la tesis debilita su naturaleza interpretativa. La especialidad de la interpretación constitucional puede ser entendida como una reacción a la objeción democrática contra el con trol judicial de constitucionalidad.

Abstract In contemporary constitutionalism, it is often said that constitutional interpre tation is special with respect to ordinary legal interpretation. One of the reasons for this thesis is based on the properties attributed to the constitution. The pur pose of this text is to reconstruct the background of the thesis on the special in terpretation of the constitution in the constitutional state. In general terms, I argue that the background of the thesis weakens its interpretative nature. The specialty of constitutional interpretation can be understood as a reaction to the democratic objection against judicial control of constitutionality.

Politicization of Waste: Political Transits of the Abject in Neoliberal Rationality

Resumen Si queremos reconstruir la política y resistirnos a ser gobernados de esta forma por el neoliberalismo, hemos de reconocer nuestra condición precaria, nuestra finitud e, inevitablemente, la necesidad que tenemos de los otros para poder so brevivir. La salida, en consonancia con lo propuesto por Butler, es una política de alianzas que haga frente a la lógica individualizadora contemporánea que inocula la idea de que existen vidas que importan más que otras y que, por tanto, son más dignas de ser vividas y lloradas.

Abstract If we want to reconstruct politics and resist being governed by neoliberalism, in this way, we must recognize our precarious condition, our finitude and, inevi tably, the need we have for others in order to survive. The way out, in line with Butler's proposal, is a policy of alliances, which confronts the contemporary in dividualizing logic that inoculates the idea that there are lives that matter more than others and that, therefore, they are worthier of being lived and mourned.

Cyberactivism and Technopolitics. Construction of Citizenships from Political Socialization, The Internet, and Networks

Resumen Internet y las redes sociales han generado conexiones distintas, posibilitan de sarrollos en diversas formas, construcciones de mundo y relaciones humanas. Las ciencias sociales aportan mecanismos de comprensión de realidades com plejas, la socialización y la subjetividad política contribuyen en la construcción de un carácter multicémico en dicha perspectiva. Las redes sociales en conver gencia de inmediatez, la información y la impresión emocional, posibilitan la tecnopolítica, así la política toma forma y se consolida como posibilidad de arti culación de ideas conduciendo al ciberactivismo; posibilitando acciones ciuda danas y ciudadanías emergentes que necesitan nuevas formas de comprensión desde las ciencias sociales.

Abstract The Internet and social networks have generated different connections, they enable developments in various forms, constructions of the world, and human relations. Social sciences provide mechanisms for understanding complex rea lities, socialization, and political subjectivity contribute to the construction of a multi-cultural character in this perspective. Social networks in convergence of immediacy, information and emotional impression, make Technopolitics possi ble. Thus, politics takes shape and consolidates as a possibility of articulation of ideas leading to Cyberactivism; by enabling citizen actions and by emerging citizenships that need new forms of understanding from the social sciences.

Peace between Jews and Christians. John Paul II's Contribution to Interreligious Peace in the 20th Century

Resumen Juan Pablo II no sólo expresó sus ideas políticas y sociales a través de Encíclicas y discursos, sino también a través de la diplomacia y diversas acciones cargadas de simbolismo. Acciones que tuvieron por objetivo mostrar como ejemplo a los pertenecientes de ambas religiones, la paz subyacente entre sus líderes religio sos. De lo anterior, aunque muchos datos biográficos y logros han sido tenidos en cuenta por los biógrafos de Wojtyla, el acercamiento generado entre cristia nos y judíos es quizás uno de los puntos menos profundizados en las reflexiones históricas sobre la labor de Wojtyla.

Abstract Not only did John Paul II express his political and social ideas through Encycli cals and speeches, but also through diplomacy and various actions loaded with symbolism. These actions were aimed at showing as an example to the mem bers of both religions, the underlying peace between their religious leaders. From the above, although many biographical data and achievements have been taken into account by Wojtyla's biographers, the rapprochement generated be tween Christians and Jews is perhaps one of the least deepened points in the historical reflections on Wojtyla's work.

Constitutional Reform in Colombia between War and Defense

Resumen A partir de 1991 se creó una nueva constitución que incluyera a todos los actores políticos además de los que tradicionalmente estaban excluidos en la constitu ción de 1886, con la esperanza de dar final a los conflictos armados, los paros e inconformidades ciudadanas. Las cuales fueron capitalizadas por los estudian tes en la séptima papeleta. Pero pocos años después se inició una cascada de reformas que evidencian una constante disputa por el poder de las elites, grupos emergentes legales e ilegales, y la población que comenzó a sentirse partícipe del poder. Pero ¿cuál es la finalidad de dichos cambios constitucionales? Dicha respuesta se intentará responder primero describiendo los cambios, segundo comparando dichos cambios a la luz de los principios y valores de la Carta y fi nalmente desde una visión crítica comprender a quien benefician, lo anterior se hará bajo una metodología descriptiva-histórica-critica-decolonial.

Abstract In 1991, a new constitution was created to include all political stakeholders in addition to those traditionally excluded in the 1886 constitution, in the hope of putting an end to armed conflicts, strikes and citizen discontent. These citizen demonstrations were capitalized by the students in the seventh ballot, which prompted the convocation of the constituent assembly. After the promulgation of the new constitution of 1991, a cascade of reforms began, which evidenced a constant dispute for power between the elites, emerging legal and illegal groups, and the population that began to feel part of the power. But, what was the purpose of these constitutional changes?
