Neuquen province (Argentina) is a highly coveted area for its valuable natural resources. The diversity of its richness has made it a prized space for real estate investors, especially in areas dedicated to tourist exploitation and strategic areas for the development of the enclave economy. Considering this panorama, we propose to analyze how the municipalization and urbanization processes have had a harmful impact on the indigenous peoples, especially in Mapuche communities. Our main objective is to reflect on how the rights to access land and territory is violated, especially in contexts of increasing urbanization, both by the absence of distributive policies and the discriminatory practices that deny the identitarian and cultural rights recognized by current regulations. We understand that the absence of public policies of these characteristics restricts the citizenship of these groups, which is a clear violation of social justice.
