Developing countries have been falling behind regarding their responsibility for educational budget needs regarding secondary to higher education; this has been reflected in the negative results of recent academic tests for students, such as PISA (Programme for International Student Assessment) during 2012. Despite the explanations being advanced for such poor performance, universities must not neglect the promotion of culture as one of their key objectives in training/educating people. Scientific knowledge is becoming more extensive and conceit more overwhelming. Universities must serve society and vice versa; they must offer provision for social extension / further education courses in addition to teaching, research and building knowledge which, in turn, will produce economic dividends for the societies funding them.
