Abstract

Objective/context:

This article explores how the District Care System of the Mayor’s Office of Bogotá is perceived and valued by the social actors involved in the care of persons with disabilities.

Methodology:

The Care System’s supply, services, programs, and actions were mapped; similarly, its objectives and logics of care were analyzed. In addition, five focus groups were conducted between September and December 2021, with about eight participants in each one, which allowed for investigating the experiences and readings that specific actors give to the inclusion of care in the Capital District’s institutional responses.

Conclusions:

Three axes of potentiation are identified to guarantee human rights and bolster the capacities of persons with disabilities and caregivers through public policies: 1) strengthening the capacities and rights of persons with disabilities; 2) strengthening the capacities and rights of caregivers of persons with disabilities; and 3) strengthening the relationship between caregivers and persons with disabilities.

Originality:

The article contributes to building bridges between feminist theories and theories on disability with respect to caregiving.
