Abstract

In this article we present the results of a comparative qualitative study of three wind projects that were suspended or canceled in the Isthmus of Tehuantepec (2018-2022). The cases show how the authoritarian practices exercised in the negotiation process affected the energy transition by creating a climate of negative perceptions which translated into distrust and nonconformity, promoting social and legal opposition to the wind projects. This affected the viability of formal negotiation and consultation procedures, such as those established in ILO C-169, and stalled the energy transition in the region. The study used a variety of data sources, such as interviews, assembly minutes, legal documents (writs of amparo) and press releases.
