In recent decades, local governments are developing public policies with the purpose of promoting their insertion into the international arena and bring an effective development at the local level from their global management. In the following paper, ongoing discussions and debates are studying first about paradiplomacy and more specifically the City Diplomacy in terms of its role in territorial planning strategies. Then, the intention has been to conduct an analysis through the international action experience of the Colombian Government of Atlántico and the potential of those initiatives for this Caribbean department.
