Introduction. It is vital to know the consumption and perceptions on television in order to determine its impact within a society. Objective. To characterize the consumption and perceptions made by TV viewers of local and regional channels in Medellin, Colombia, during 2008 and construct the future scenarios for the locally produced television. Materials and methods. Descriptive and foresight research. The universe includes five local television channels. To collect the information a structured survey was used and also covered observation, in-depth interview and a Delphi questionnaire. The research work was developed in three stages. For each one a different instrument was used, according to the necessity of answering a specific question. Results. The paradigms that rule the local and regional televisions were identified and possible scenarios for 2012 were foreseen. Conclusion. This research work helped to construct the route that, at a future sight, will allow the revision of the current production models, according to the interests, expectations and the domestication of new technologies made by TV viewers.
