In order to optimize knowledge management and innovation processes through efficiency in the use of resources and efficiency in response capacity, this research is presented where a mixed model is applied, consisting of a documentary review and an exchange with experts in the application of Information and Communication Technologies (ICT) in knowledge management. The design of the research was carried out following the Competency Management Model (Lévy-Leboyer, 1992), the Influence of ICT in the Definition of an Organizational Leadership (Sarell, 2013) and the Dynamic Management of Organizational Knowledge (Mirabal, 2015). The product of this work are skills (soft skills) oriented, mainly, an adaptation of the personnel, the organization of the work, the development of the flexibility and the adaptation to the change with the handling of the TIC in the management of the knowledge.
