The international obligations contracted by Colombia that guarantee rights and freedoms, require their fulfillment in favor of the inhabitants of the territory. Despite this, each year the State is responsible for violations; in that sense, sometimes showing ignorance regarding effective mechanisms for the protection of rights by society and the victims, thus promoting impunity. It is intended through this problem-based research to expose in a critical way the complaint mechanism of the UN Human Rights Committee, through a proposal that brings academic approaches closer to solving real problems of society based on the analysis of cases decided by the committee against Colombia, to propose the need to generate from education an effective culture of promotion, dissemination and protection of rights, freedoms and guarantees provided in international instruments. Finally, there is evidence of the scarce use of the UN Human Rights Committee and the ignorance of its functions are evident, as well as that Colombia continues to show high rates of human rights violations, especially with respect to guarantees of access to justice.
