In recent decades the term of governance has been positioned as a key element in academic and political discourses. In the same way, it has been proposed as an orchestrating element of the social in all its dimensions. The objective of this study is to analyze from the neoliberal governmentality studies framework, the implications of applying the notion of governance as a public management model. Its main axis is the analysis of the roles and distribution of responsibilities assigned from this model to the State, the market, and society. The trends show that there is a weakening of the ethics of social responsibility of the State, displacing it towards the citizens.
