Law 12711, known as the Quota Law, which establishes the reservation of places in Public Higher Education in Brazil will complete a decade in 2022 and is now subject to revision. The possibility of altering one of the most notable mechanisms of democratization of higher education indicates the urgency of understanding the results obtained in its ten years of existence. From a historical perspective, this article reports the conjuncture of law implementation, taking as a reference the professional education in technologies and exact sciences, a field of knowledge where the social debate is not presented as content. There is a great misunderstanding about the need for the law and its restorative effectiveness. Despite the short period of validity of the law, the preliminary analysis of student performance in the Bachelor of Information Systems points to results that so far corroborate the effects of the law as transforming the structural condition of society by democratizing access and guaranteeing permanence.
