In Colombia, there has not been a serious study about administrative law until now that integrates the elements of economic Colombian administrative law. However, there has been some sectorial and isolated studies of the area that show not very clear descriptions, respect these constitutive elements. I aim to define a "system of the economic colombian administrative law", wich includes the economic freedoms that recognize the Economic Constitution, the modalities of state intervention in economy and the organs of the public administration that exercise those administrative functions. The economic liberties that the Carta Magna of1991 recognizes (freedom of Company, contractual freedom, freedom of competition and freedom of consumption, are the element base of the system. From this conception, it appears the administrative functions ofplanning, promoting, regulating and protecting the market. This system would seize up with the organs of administration entrusted to exercise those functions, especially the CONPES, The Department of National Planning, and the other Commissions of Regulation. So, these structural basic elements are the minimums understood by the economic Colombian administrative law, from a systematic point of view. In this sense, this tex tries to be the point of ítem for the systematic comprehension of the matter that is exposed. laws.
