The article presents the study developed for the city of Bogota, D.C. on the exercise of civic participation through one of the mechanisms of participation established by the Colombian Constitution of 1991. It starts with a theoretical conceptualization of the "cabildo abierto" and its democratic meaning, and continues analyzing its judicial framework. Further on, it conducts a detailed analysis of the civic political participation through the study of sessions of the "cabildo abierto" carried out in Bogota between 1994 and 2004 by the different groups in charge of its execution, in order to show evidence of the complexity of this participatory exercise.
