Abstract

This research reflects from a critical perspective on the public-private alliances as a successful instrument in the face of socio-natural disasters in Chile, in the Constitución and Llico districts, which were affected by the earthquake and tsunami of 2010. The evidence collected would suggest that although the Public-Private Alliances (APP) as a response during the emergency have been positively perceived by the population, there is dissatisfaction regarding the application of these instruments in the post-disaster reconstruction model. The aforementioned could be explained mainly by the scarce citizen participation channels in the design of the process and the power asymmetry between the private and the citizens. The former defined the scope of the reconstruction in the territory, seemingly aiming to satisfy their interests. Despite the official efficiency indicators, the APP have brought important issues and costs which are finally assumed by the State.
