This research analyzes neoliberal public policy of utilities trading in Colombia. Three case studies have been carried out and the behavior of State sector has been analyzed, after enactment of Acts 142 and 143, 1994. This research shows how entrepreneurial State withdrawal forecast has not been carried out; instead, a complex graph of lights and shadows has been presented, where State presence is still meaningful, nowadays carrying out trading and autarchic logics behaving as entrepreneurial operator.
