Abstract

This article shows how, given their late incorporation into the domain of Argentina as a state, the National Territories had a different legal status from that of the provinces since they did not have political autonomy as administrative divisions. The settlers of the territories could not participate in national elections, nor could they elect their own governors, nor send a representative to the National Congress. It thus proposes an analysis of the institutional order designed for the territories in order to determine whether it is valid to interpret the situation of the settlers of these spaces as an expression of restricted political citizenship. The study is based on an analysis of the debates held in the national congress regarding the organization of the territories.
