After independence, the administrative organization of Colombian Government towards a liberal and capitalist model was immediate. However, there emerged some practices with the intent of benefitting particular interests on the part of those who were resisting to lose old prerogatives, despite such benefit should touch the sacred public goods. The objective of the article is to illustrate about one of the biggest violations Colombia suffered in the first years of republican life: corruption, understood from the question of the possibility of affirming that Colombian Government, conceived and developed since independence in 1819 and born with modern administrative principles, was kept apart from actions and practices contrary to ethics and good handling that public function demands. Answering this question required a historic exercise, in which historic and logical analysis predominated, as the most convenient way to deal with law history.
