Abstract

Based on a re-edition of previous works, the paper proposes methodological elements to achieve a democratic policy that more lucidly faces drug trafficking in Colombia. It considers that three diverse but interrelated problems need to be distinguished: the impact of drug trafficking on violence and democracy in Colombia; the discussion of prohibitionism; and Colombia’s degree of autonomy vis-à-vis the international regime of control of psychoactive substances. Based on these distinctions, the study concludes that Colombian drug trafficking policy must seek alternatives both to prohibition (because prohibition is an unjust and ineffective regime) and within prohibition (because this regime will stay in the medium term, at least for drugs such as marijuana or cocaine).
