Poverty is measured through direct and indirect methods to offer certain conditions and opportunities to a population. One of the most widely used direct methods is the unmet basic needs (UBN) index that characterizes the population in terms of needs met. The method used is descriptive but expresses an observable and measurable phenomenon through counting techniques. This proposal calculates the ubn of four residential invasions in Aguachica, Cesar (Colombia) by simple random cluster sampling. The number of households with one or more unmet needs is obtained as cited by the National Administrative Department of Statistics (DANE) (inadequate housing, critical overcrowding, lack of basic services, high economic dependence, and school-age children who do not attend school), namely, sixteen households. It is concluded that poverty measurement has limitations concerning Kaztman's geographic aggregation.
