This paper intends to reflect upon the possible effects of the "new" habitat policies, implemented in Argentina in the neo-developmentalist period, on social inclusion and access to the city. The program that led to the building of the urban complex Padre Mugica represents a paradigmatic case. It allows measuring the impacts of the actions of the State through programs oriented towards social inclusion that aim to solve the housing and employment deficit. An analysis that retraces the design, management and implementation of the Padre Mugica urban complexhas allowed us to problematize the existence of a break between the logic of traditional and new social housing policies, as well as understand some of its effects on the territory and on the levels of welfare and social integration of targeted households.
