This article presents the results of research conducted in order to establish the extent and causality of the phenomenon of congestion in the administrative jurisdiction on a regional basis, meaning coverage of the circuit administrative courts and administrative tribunals located outside the Capital District. It also, based upon findings on the magnitude of the problem, proposes alternative solutions to relevant state authorities.
