Abstract

This article aims to analyze Mercosur as a regional integration block, its possibilities and limits. We argue that Mercosur is a complex regional block, which shows hybrid aspects since its creation. On the one hand, Mercosur cannot be classified as an open-regionalism initiative, despite the fact that it emerged in the 1990s. On the other hand, the post-hegemonic regionalism definition is not accurate either to explain the changes that occurred after 2003. In fact, Mercosur has its own dynamics -built on the strategic alliance between Argentina and Brazil- which changes only partially through the influence of political cycles. With this in mind, we analyze areas such as trade, asymmetries, and education, in order to highlight changes and continuities that constitute the hybrid character of Mercosur and have nurtured its survival during the last 27 years.
