Urban informality in the cities of Latin America has become the most generalized way in which low-income inhabitants solve their housing needs, which has come to occupy one-third of the city, despite significant efforts by local governments to counteract it, increasing both the low-cost housing supply and the control to prevent the emergence of new informal settlements. This article questions the rigid, dispersed and discontinuous offer of the current Improvement Programs that constitute the State's major strategy, in which intervention methodologies are implemented that do not know the specificities and which tend to force situations, to hinder processes and to place space interventions under the assumption of their immediate impact on the improvement of the living conditions of the inhabitants. To do this, a characterization of informal neighborhoods in Bogotá is carried out, based on the variables, parameters and indicators proposed, based on a random selection in each locality. As a result, it has been possible to corroborate its wide diversity in presence, location, topography, size, age, vocation and level of consolidation.
