Abstract

This essay constructs hypotheses, from a historical and institutional perspective, about the processes of continuity and change in defining health risks covered by health social security in Colombia as building blocks to understanding the definition, scope and functions of Colombia’s mandatory health plan. It describes how institutional rules and routines give greater standing to the continuity and adaptation processes than to rupture and change. Rather than structural reform, I consider and explain it because the distinguishing features of health reform are more associated with continuity and progression processes in the development of a corporatist type insurance model.
