Abstract

In this article I analyze the characteristics that social spending has in education and the coverage and distributive impact of public investment in this area on fourteen countries of the continent and argue that currently the processes of stratification in educational services gives rise to the emergence of new patterns of inequality and social fragmentation expressed as segregation of benefits. I conclude that education does not ensure by itself a greater social mobility because the education levels by themselves do not generate an intergenerational mobility due to the slower growth of occupation opportunities compared to the education levels reached by most people.
