This article aims to contribute to the study, analysis and understanding of the mechanisms of social structures of contemporary capitalism through conditional cash transfer programs targeting "poor" children and adolescents, based on the experience of four Southern Cone countries: Argentina, Bolivia, Brazil and Chile. The article focuses on the design of existing programs nationwide in the period 2009-2013 and considers evidence on how "childhood" is conceptualized and constructed from the point of view of government and a critical analysis is undertaken of the ways in which these populations are managed. Subsequently it is possible to identify the institutional frameworks that recognize collectives and channel the demands associated with living in conditions of deprivation implemented by governments that take responsibility for this area.
