This article reflects on the national debate in Uruguay on public security. This debate is focused on youth breaking criminal law within the framework of the presentation of a project that proposes to lower the age of imprisonment from eighteen to sixteen years, which was debated by politicians in 2014. The article also documents legislative ambiguities proposed by the left-wing government since 2005. This debate focuses on the tension between repression and social rehabilitation. The author also explores the debate on the merits of social rehabilitation in contexts of confinement.
