The summit of the speeches of the recognition of the sexual, ethnic, generational and cultural differences, he has supposed a big challenge in the design and implementation of public and social policies, which once were ruled by an idea of population homogeneous beneficiary in his characteristics and needs. The present article, from the study of the documents of the CEPAL on young women and the Plans of Development of Palmira’s Municipality (Valley of the Cauca-Colombia), describes the discursive tensions (paradoxical recognition) that happen now of carrying out the management of these policies.
