On February 4, 2016, the Trans-Pacific Partnership received renewed attention. Besides Japan's entry into the group, current members restate their intention in the liberalization process. Considering the difference between discourse and practice, the aim of this article is to investigate whether there is, in fact, a purely liberalizing verve or a veiled geopolitical sense. Methodologically, it is proposed Edward Hallett Carr's theory be used to mediate the arguments between both groups of international analysts: those who believe in the liberal purposes of the partnership and those who conceive it as an attempt to reorganize the power capability.
