Abstract

The importance of natural resources in Colombia is based on national interests that determine their State institutional integration in favor of their preservation in the face of possible threats. This article analyzes water explicitly, understood as a human right and a strategic resource for the State, to understand the State’s hydrostrategy and its articulation with national defense and security. To this end, the State’s national interests are addressed. The specific interest of the integral management of water resources is analyzed, and the implications of water as a strategic natural resource in the social rule of law. It is concluded that the hydrostrategy provides a protection approach to the new threats to this resource, in articulation with the military strategy.
