Abstract

VIDIGAL, Carlos Eduardo  and  BERNAL-MEZA, Raúl. Bolsonaro versus Rio Branco: Hegemonic Transition, South America, and Foreign Policy. rev.relac.int.estrateg.segur. [online]. 2020, vol.15, n.2, pp.11-26.  Epub Sep 25, 2020. ISSN 1909-3063.  https://doi.org/10.18359/ries.4673.

The article builds on the hypothesis of a hegemonic transition from American to Chinese power. Hence, it proposes the transition from British to American hegemony as a counterpoint to the current international insertion of Brazil because the emerging challenges are equivalent to those experienced at the beginning of the Republic. The first section presents the track record of Brazilian foreign policy, from the late 19th century to the 1950s, when the first criticisms of the postwar international order emerged. The second section addresses the recent globalization process, how Brazil has managed the rise of China, and the advances and setbacks in South American integration. The third section compares the Rio Branco foreign policy and the relations with Great Britain, the United States, and Latin American with the foreign policy proposed by Bolsonaro's government. It also establishes how the new policy differs from the universalist foreign policy of Lula's administrations. Finally, a prospective hypothesis is outlined, which glimpses international and global scenarios for the country.

Keywords : Hegemonic transition; Rio Branco; Bolsonaro; China; South America.
