This paper presents a case study of public access venues to Information and Communi- cation Technologies (ICT) in the small municipality of Carmen de Bolívar, a town in Northern Colombia. The case study assesses the contribution of public access to ICT to community development, in a region that has not only a long strong tradition of com- munity organization for social development, but also a long history of violence that has weakened its social fabric.
