Within the context of productive articulation countries seek to maximize their resources pursuing more competitiveness. Associations are a potential way to leverage the capabilities of firms that belong to productive sectors that abide to the guidelines of the policy of structural adjustment. Objective: to present background and fundamental aspects of clusters as productive coordination mechanisms of the companies that profit in the exchange of externalities with other organizations set in a territory. Methodology: This review paper is based on existing literature to give a framework on clusters and identify possible ways to build it. Findings: the association manner of agglomerations found in clusters is much more than the agglomeration of companies, it requires the participation of economic and social networks of public and private sector to find different ways to its construction, and the clusters are not always the best answer to search for competitiveness because its constitution requires social, historical, and cultural techniques to enable and empower them.
