Abstract

We deal with the construction of the Brazilian public social assistance policy in the growing and current crisis of capital. This reality imprints on the policy of progressive social assistance the character of control and punitivism over the poor. The article, based on bibliographic research, has three moments. First, we qualify the particularities of our social formation and then, we analyze the materialization of the resurgence of control, the basis of moral subjugation and financial-spoliation, from a policy that should ensure social protection and mitigate inequalities. At the end, we consider the delicate pandemic context.
