Under the Public Contracting System, the State seeks to satisfy common needs in order to protect the general interests of the population and make the adequate provision of public services effective. This article, derived from an empirical analysis and the application of interviews as part of the research project entitled "Análisis de las problemáticas surgidas en la aplicación de la modalidad de contratación de mínima cuantía desde la perspectiva del Principio de Economía consagrado por la Ley 80 de 1993", exposes the problems identified by those responsible for contracting at the municipal public entities in Manizales, whose annual budget is less than 120,000 legal minimum monthly salaries, in the application of the minimum purchase quantity agreement from the perspective of the Principles of Economics from 2017 to 2018. The application of the instrument establishes that the minimum purchase quantity contract is an agile contracting modality, when compared with the other modalities. However, although it can be used to meet the needs of the entities, the latter also face problems that affect the Principles of Economics.
