In the international arena, globalization has affected migration flows worldwide, and in the domestic context, democracy has been gradually consolidated. In 2004, in Argentina the Migration Law num. 25.871 was approved. In this context, we will explain the role that civil society played as well as the influence of the "participative democractic" processes in public policy re-making. For this purpose, we will focus on the "extra parliamentary" procedure as a result of the creation of this law. We will analyze its characteristics, the roles played by the different actors involved in the debate, and the impact it had on expanding immigrants' rights. We will base our analysis on the theories relating to citizen participation in public policy making and implementation, particularly, in the "citizenization" concept. For this reason, we will try to understand the relationship between civil society participation and the re-formulation of Argentine migration policy.
