Conceptual and methodological notions are analyzed regarding the nature and determinants of informal settlements in the face of socio-environ-mental change processes, particularly in disasters. Based on the recognition of the vulnerability of these populations, the reflection on the concept of community resilience is centered, which implies the capacities and abilities to face the pressures of change derived from urbanization. The approaches of the studies on resilience and informal settlements are reviewed, particularly about Latin America. Methodological contributions are provided for a comprehensive assessment of the community resilience of informal settlements in the face of disaster risks, based on outlining two transversal areas of intervention: policies and models for disaster risk management, and the actors involved, whether institutional or local actors. Finally, the need to generate efforts towards an objective and balanced, consensual and participatory disaster risk management is emphasized, as well as directed towards the strengthening of capacities and abilities of local populations to increase their community resilience.
