Globalization has produced changes in the interaction of the international levels and has given way to the emergence of new actors such as cities. Thus, sub-national entities have established direct cross-border contacts on an increasingly frequent basis. This practice has been known since the 1980´s as paradiplomacy and, although it has been little developed, the phenomenon to which it refers is not new, since it dates from the 1950s.
This article first seeks to analyze the incidence of paradiplomacy, in general, and decentralized cooperation, in particular, in the process of construction of socio-spatial justice in the transformation of the “Morro” de Moravia in the city of Medellin and, second, a report on the progress of studies on paradiplomacy in the academic field. It is concluded that the “Morro” de Moravia improvement project is an example of how paradiplomacy, through decentralized cooperation, can contribute to the improvement of the city and the construction of socio-spatial justice. The methodology used is the documentation, mainly, the exegesis of texts from primary and secondary sources and the review of audiovisual dissemination material
