The vehicular and pedestrian mobility conflicts that the Historic Center of Tunja and its influence area have with the surrounding city respond to the absence of a managing entity in charge of executing the actions proposed ten years ago by the Special Management and Protection Plan (PEMP, in its Spanish acronym). In addition, the conflicts are because the diagnosis excludes the cartography essential for its formulation and only considers the projects of the Land Management Plan (POT) and the Municipal Development Plan (PDM) 2008-11, which generates contradictions despite holding greater powers and normative hierarchy. The objective is to formulate another mobility solution for the northeastern sector based on the general guidelines of the PEMP. As a method, we used the cartographic transposition of the 1816 map of the Cartographic Archive of Geographic Studies of the Geographic Center of the Army of Madrid with that of 1919 of the Section of Maps of the Library of Congress of Washington to compare and identify the variations compared to the 2012 plan of the PEMP. The plans were considered from the perspective of the right to the city and the exercise of citizen rights. The result is an alternate line on the unbuilt middle section of the old variant to the North Central Highway that runs over the rainwater slope or San Francisco gully and corresponds to the limit of the Old Sector established in 1959. The hypothesis confirmation results show that it is possible to execute the structuring action through an alternative layout with less fiscal and socioeconomic impact.
