Since 2010, the need to professionalize the mayor’s profile has been debated in Colombia, a proposal that arises based on the low performance levels of many municipal administrations. However, during the development of this research it was possible to demonstrate that there is no direct relationship between the levels of professionalization of local mayors and their overall performance; additionally, it was shown that there are a number attributes that are decisive in the performance of a municipal mayor. Therefore, from a mixed research, carried out during 2017 and 2018, the level of performance was evaluated from a longitudinal series, based on information available on former mayors of the Colombian capitals for the last three constitutional periods (2007-2015), which made it possible to find the factors with the greatest impact on their performance, which allowed guiding an institutional adjustment, after three decades of having adopted in Colombia the popular election of mayors.
