The article examines clientelist practices in Santander during the federalist period in Colombia, in order to understand the reproduction of political power during this particularly unstable stage. Methodologically speaking, the article analyzes the structure of the State, the available public resources, and the clientelist practices, whose mark is evident in the appointments, the contracts for fiscal auctions, and the correspondence produced, especially during the administration of Solón Wilches, the political actor who held State power the longest. Results show that clientelism was facilitated by institutional weakness, military leadership, and poverty.
