The peace agreement signed by the Colombian Government and the FARC guerrillas included an apart about the agrarian topic called Integral Rural Reform (RRI). The RRI particularly includes typical mechanisms of agrarian reforms aimed at granting access to land to those peasants without any through different redistribution mechanisms. The information available about the degree of implementation of the dispositions concerning this aspect, show that land distribution has been minimal or inexistent. What are the reasons for the blockage of the implementation of the RRI? Starting from the theory of redistributive agrarian reforms and through the documentary analysis it is demonstrated that the blockage obeys to the total absence of coaltional division between political elites and the landowners elite along with a context of high institutional restrictions. At the same time, there is evidence that these blockages are manifested in the obstacles to adopt the necessary legislation to give a base to the RRI and a decrease of the budget for the bureocracy in charge of implementing land redistribution, negotiation and colonization mechanisms.
