Despite variations in family structures, specialists determine a common set of fundamental functions of the family institution; the absence or deficit of these generates the so-called "families at risk", which are the object of social services’ attention. Although the principle of universality prevails in the management of social services, its application is not easy. The article examines the main variables that determine accessibility in programs to aid families in social services.

The study was carried out based on the analysis of 118 files of the families users of the Zaragoza Family Support Program collected during the years 2011 to 2016, as well as from the semi-structured interviews carried out with 12 of their social educators. The main conclusions show that the variables of access to the program, within the list of families at risk, are mainly economic and health, thus affecting the traditional stigmatizing image of social services.
