This article is an historic explanation of the process of implemention of the different department of justice that assist local criminal justice systems to preserve order and provide justice in the city of Bucaramanga. Examples such as: the local police and the courts, during the first half of the 20th century; during which the city showed constant urban and economic development which, consolidated it as an important city in the Eastern side of the country. The study of policies and laws are considered in the scientific study of criminology, as well as, social and governmental regulation and reaction to crime. These explain the type of actions and procedures designed by the government agencies in order to provide surveillance, promote order and administer sanctions as part of the modern society.
