This article analyses the implications, challenges, obstacles, and achievements of the policy of assistance to forcibly displaced populations during Luis Eduardo Garzóns administration in Bogotá, Colombia . The debate about the connections between the re-establishment of rights contained in local policy and the construction of the right to the city for forcibly displaced populations is framed within some of the most relevant theories on the matter. The right to the city is conceived as key to achieve an inclusive policy for populations that demand radical citizenship as a consequence of the disadvantaged and vulnerable position in which they find themselves as a result of the violation of their rights.
