ABSTRACT This article seeks to demonstrate the existence of administrative law in Colombia during nineteenth century, as well as during the first decade of twentieth century. Traditional Colombian writers have never studied this period of time, on the basis that it is not linked to the French model of administrative jurisdiction. For that reason, this essay contains innovative thoughts. The essay studies the controls practiced by the Senate, the Supreme Court of Justice and the Administration over its own actions, legal procedures and decisions. By this method, the article arrives at the conclusion of the birth of administrative law before 1914.
