The National Environmental System, structured from Law 99 of 1993, has disposed of the existence of various authorities responsible for the environment and natural resources, among which stand Corporation Regional Autonomy and large urban centers, losing the most important which is the needing that the system be fully consistent, in fact, the Law 99 assigned identical powers to those authorities, which is compounded by the fact that, in some cases, these authorities agree on what is within the irjurisdiction. Barranquilla's case is proof of that, because they match as environmental authorities in the same district, both of them, it means, Corporation Regional Autonomy of the Atlantic, CRA, and the Department Administrative Technical of the Environment, DAMAB. This particular situation which creates confusion to the existence of repeated competitions for both entities, leads to finding a solution, following the tenets pertaining to such Law 99.
